For the Rain Effect, "Sqirlz Water Reflection" were used.
It can be downloaded here.

Download all the Supplies here.

Place the Mask (30.jpg) in the Mask Folder and open the rest of the supplies in PSP.



Let's start!

New Image - 800x600 white.

Layers - New Raster Layer.

Selections - Select All.

Copy (Trees Art.jpg) Paste into Selection.

Selections - Select None.

Layers - Load/Save Mask -  Load Mask from Disk - Look for Mask "30".




Layers - Merge - Merge Group.

Copy the Frame (SE_Intensity_Frame.pspimage) and paste as a New Layer.

Effects - 3D Effects - Drop Shadow : 1-1-70-10 Black.

Copy (Idavi-passion-heart4.png) and paste as a New Layer.
Move to the right

Add the same Drop Shadow.
Effects - 3D Effects - Drop Shadow : 1-1-70-10 Black.

Copy (Idavi-passwion-flowerleaf1.png) and paste as a New Layer.
Move to the left and to the Top.

Add the same Drop Shadow.
Effects - 3D Effects - Drop Shadow : 1-1-70-10 Black.

Copy the tube (EK Little Blessings April 2 KMG.psp) and paste as a New Layer.
Move to the left and to the bottom.

Add the same Drop Shadow.
Effects - 3D Effects - Drop Shadow : 1-1-70-10 Black.

Copy the text (teksrRainyDays.pspimage) and paste as a New Layer.
Place it to your liking.

Add your watermark and your name.
Fonts used : Children Play and Scrap Kids.

Layers - Merge - Merge All (Flatten).

Save your image as a Jpeg.

Open the Program "Sqirlz Water Reflections".

Click on the Green Icon image and open your saved Image.

Choose : Rain/Snow and Ripples Combination

Choose : Rain/Snow Only

 

Click on Customize Rain/Snow to set the parameters.

 

The Set Parameters for Rain or Snow will pop up.  Settings as per example:

You can change the rain settings to your own liking too, as well as the direction.

Click on "Run Animation"

 When you are satisfied with the result, save your image as a .gif file.

For this image, select Rain/Snow and Ripples:

Click on Rain/Snow AND Ring Ripples.

Choose - Customize Ring Ripples

Set the Parameters for Ring Ripples with the following settings:

Activate the Selection Tool :

 

Make your Selection - Right click to close the selection.

Click on "Run Animation" to see the effect. 

Play around with the number of Ripples until you are satisfied.

When you are finished, save the image as a .gif file.
